How Property Tax Works in Wheeler County
In Wheeler County, property taxes are determined by the assessed value of your property multiplied by the local tax rate, often expressed as a millage rate or dollars per $1,000 of assessed value. The Wheeler County Assessor’s office is responsible for maintaining the assessment roll, which includes identifying, locating, and valuing all taxable property. Oregon law mandates that property is taxed based on its Assessed Value (AV), which is the lesser of the Real Market Value (RMV) or the Maximum Assessed Value (MAV). Because of Oregon’s constitutional measures, your MAV is generally capped at a 3% annual increase, providing stability even when market values fluctuate significantly. The total tax rate applied to your property includes the base rate plus any voter-approved local option levies or bond measures.
Available Exemptions
Oregon offers several property tax relief programs designed to assist eligible homeowners. These exemptions can significantly reduce your tax burden if you meet specific criteria:
- Senior and Disabled Property Tax Deferral: This program allows eligible seniors (62 and older) and individuals with disabilities to defer the payment of property taxes until the property is sold or the owner passes away.
- Veterans’ Exemption: Qualified veterans with a service-connected disability or their surviving spouses may be eligible for a reduction in the assessed value of their primary residence.
- Homestead Relief: While Oregon does not have a traditional "homestead exemption" that shields property from creditors, various local programs and state-level legislative adjustments may apply based on income and residency status.
It is recommended that you contact the Wheeler County Assessor’s office directly to verify current eligibility requirements and application deadlines for these programs.
Payment Schedule & Deadlines
Property tax statements are mailed annually in October. Wheeler County follows the statewide payment schedule established by Oregon law:
- November 15: The full amount is due, or the first one-third installment. If you pay the full amount by this date, you are eligible for a 3% discount.
- February 15: The second one-third installment is due.
- May 15: The final one-third installment is due.
If you choose to pay in installments, no discount is applied. Failure to make payments by these deadlines will result in interest charges accruing at a rate of 1% per month. Continued delinquency may eventually lead to property tax foreclosure proceedings.
Appealing Your Assessment
If you believe the Real Market Value of your property is inaccurate, you have the right to appeal. The process begins with the Wheeler County Board of Property Tax Appeals (BOPTA). You must file a petition with the County Clerk by the annual deadline, typically December 31. During the hearing, you will need to provide evidence—such as recent appraisals, sales data of comparable properties, or documentation of property defects—to support your claim that the assessed value does not reflect the market reality. If you remain dissatisfied with the Board’s decision, further appeals may be made to the Oregon Tax Court.
