How Property Tax Works in Wasco County

In Oregon, property taxes are primarily determined by two factors: the Assessed Value (AV) of your property and the local tax rate, often referred to as the millage rate. The Wasco County Assessor’s office is responsible for determining the Real Market Value (RMV) of your property annually. However, due to Oregon’s constitutional limits (Measure 5 and Measure 50), your property’s AV is typically capped at a lower growth rate than the RMV. The total tax bill is calculated by multiplying your AV by the combined tax rates of the various taxing districts in your area, such as schools, fire districts, and city/county services. Available Exemptions

Oregon offers several property tax relief programs to assist qualified residents. These exemptions can significantly reduce your tax burden:

  • Senior and Disabled Deferral: This program allows qualifying seniors (62 and older) and individuals with disabilities to defer payment of property taxes on their primary residence. The state pays the taxes, and the amount is recovered when the property is sold or transferred.
  • Disabled Veteran Exemption: Veterans with a service-connected disability or the surviving spouse of a veteran may qualify for a reduction in the taxable AV of their home.
  • Active Duty Military Exemption: Members of the Oregon National Guard or Reserves serving under federal active duty orders may be eligible for specific tax relief.
  • Homestead Exemption: While Oregon does not have a broad "homestead exemption" in the same sense as some other states, the aforementioned deferral programs serve as the primary mechanism for protecting primary residences from tax-related displacement.

Payment Schedule & Deadlines

Property tax statements are mailed annually in late October. Wasco County offers a structured payment schedule to provide flexibility for taxpayers:

  • Full Payment: If you pay the full amount by November 15, you receive a 3% discount.
  • Two-Thirds Payment: If you pay two-thirds of the total by November 15, you receive a 2% discount.
  • Installment Plan: You may choose to pay in three equal installments due on November 15, February 15, and May 15. No discount applies to the installment plan.

Failure to meet these deadlines will result in interest charges accruing on the outstanding balance. If taxes remain unpaid for an extended period, the county may initiate foreclosure proceedings.

Appealing Your Assessment

If you believe the RMV of your property is inaccurate, you have the right to appeal. The process begins with the Wasco County Board of Property Tax Appeals (BOPTA). You must file a petition during the filing window, which typically runs from late December through December 31. It is recommended to gather evidence—such as recent appraisals or sales data of comparable properties—to support your claim. If you are dissatisfied with the BOPTA decision, you may further appeal to the Oregon Tax Court’s Magistrate Division.
