How Property Tax Works in Stark County
In Stark County, property taxes are determined by the assessed value of your real estate and the local tax rates, known as millage rates. Every three years, the Stark County Auditor conducts a triennial update, followed by a full reappraisal every six years to ensure property values reflect current market conditions. The assessed value is legally set at 35% of the appraised market value.
The total tax bill is calculated by multiplying the assessed value by the effective tax rate for your specific taxing district. These rates are a combination of levies approved by voters for schools, townships, cities, and county services. Because Ohio law limits the amount of revenue districts can collect from existing property, tax rates are adjusted downward as property values rise, a process known as "tax reduction factors."
Available Exemptions
Ohio offers several programs to provide tax relief for qualifying homeowners. These exemptions can significantly reduce your annual tax burden:
- Homestead Exemption: Available to homeowners aged 65 or older, or those who are permanently and totally disabled, regardless of age. This program shields a portion of your home's value from taxation.
- Senior Citizen/Disability Exemption: Often bundled with the Homestead program, this requires meeting specific income thresholds defined by the state.
- Disabled Veteran Exemption: Veterans with a service-connected disability rating of 100% from the U.S. Department of Veterans Affairs may qualify for an enhanced homestead exemption, which provides a larger reduction in taxable value.
To apply, you must contact the Stark County Auditor’s office to verify eligibility and submit the required documentation by the annual deadline.
Payment Schedule & Deadlines
Stark County property taxes are billed in two semi-annual installments. The first half is typically due in mid-January, covering the first half of the tax year, and the second half is due in mid-June.
- Installment Options: Many taxpayers utilize escrow accounts through their mortgage lenders. If you pay directly, you may sign up for the County Treasurer’s prepayment program to make smaller, more frequent payments toward your balance.
- Late Penalties: Failure to pay by the statutory deadline results in a mandatory 10% penalty. Continued delinquency may lead to interest charges and, eventually, the initiation of tax foreclosure proceedings.
Appealing Your Assessment
If you believe your property’s market value is inaccurate, you have the right to file an appeal. The process begins with the Stark County Board of Revision (BOR).
To appeal, you must file a formal complaint form (DTE Form 1) with the County Auditor’s office between January 1 and March 31 of the current tax year. You will be required to provide evidence supporting your claim, such as recent appraisals, sales data of comparable properties, or documentation of structural damage. A hearing will be scheduled where you may present your case to the board, which will then issue a decision regarding your property’s valuation.
