How Property Tax Works in Putnam County

In Putnam County, property taxes are determined by a combination of the property’s assessed value and the local tax millage rate. The Putnam County Auditor is responsible for reappraising property values every six years, with an interim update occurring at the three-year mark to ensure assessments remain reflective of current market conditions. By law, properties are assessed at 35% of their appraised market value.

The total tax bill is calculated by applying the effective millage rate to your assessed value. This rate is comprised of various levies approved by voters for schools, townships, villages, and county services. Because tax rates are "voted" levies, they can fluctuate based on the specific taxing district where your property is located. The final amount due is expressed in mills (one mill equals $1 of tax for every $1,000 of assessed value).

Available Exemptions

Ohio provides several property tax relief programs designed to lower the tax burden for specific groups of homeowners. Eligibility is determined by the state, and applications are processed through the County Auditor’s office:

  • Homestead Exemption: This program allows senior citizens (65 or older) and individuals with permanent disabilities to shield a portion of their home's value from taxation, provided they meet specific annual income requirements.
  • Disabled Veteran Exemption: Veterans who have been granted a 100% service-connected disability rating by the U.S. Department of Veterans Affairs may qualify for an expanded homestead exemption that covers a larger portion of their home's value.
  • Owner-Occupancy Credit: While this was previously a broader benefit, it is now primarily restricted to specific levies; however, homeowners should verify their eligibility with the Auditor to ensure they are receiving all applicable reductions.

Payment Schedule & Deadlines

Property taxes in Putnam County are collected in two semi-annual installments. The first half is generally due in February, and the second half is due in July. The exact dates are printed on your tax statement, and it is the responsibility of the property owner to ensure payment is received by the Treasurer’s office by the deadline.

If you fail to pay by the statutory due date, a 10% penalty is automatically added to the unpaid balance. Continued delinquency may result in legal action, including the certification of the property to the delinquent tax list, which can eventually lead to a tax lien or foreclosure sale. If you are struggling to make payments, contact the Putnam County Treasurer’s office immediately to discuss potential payment plan options.

Appealing Your Assessment

If you believe your property’s market value is inaccurate, you have the right to file a formal complaint with the Putnam County Board of Revision. The filing window is typically open from January 1 through March 31 of each year. To succeed in an appeal, you must provide credible evidence, such as recent appraisals, sales data of comparable properties in your immediate neighborhood, or documentation regarding structural damage that may have reduced the home's value. The Board of Revision will review your evidence and issue a decision, which may result in an adjustment to your property's taxable value.
