How Property Tax Works in Medina County
In Medina County, property taxes are determined by the assessed value of your real estate and the local millage rates. Every six years, the Medina County Auditor conducts a reappraisal of all property to determine its fair market value, followed by a triennial update three years later. Ohio law mandates that property be taxed at 35% of its appraised market value, which is known as the "assessed value."
The total tax bill is calculated by multiplying the assessed value by the effective tax rate (millage). These rates are comprised of inside millage, which is fixed by the state constitution, and outside millage, which is approved by voters through local levies for schools, emergency services, and county government operations. Because of Ohio’s H.B. 920 legislation, tax rates are adjusted to prevent tax growth from increasing automatically when property values rise, ensuring that local taxing districts only collect the amount of revenue voters originally approved.
Available Exemptions
Ohio offers several property tax relief programs to help eligible homeowners reduce their tax burden. These exemptions are managed at the state level but administered through the Medina County Auditor’s office:
- Homestead Exemption: Designed for seniors (65+) and individuals with permanent disabilities, this program shields a portion of the market value of a primary residence from taxation. Eligibility is subject to specific household income thresholds.
- Disabled Veteran Exemption: Veterans who have been rated 100% service-connected disabled by the Department of Veterans Affairs may qualify for an expanded Homestead Exemption, which provides a significantly higher reduction in taxable value.
- Owner-Occupancy Credit: A reduction applied to owner-occupied homes, though this is currently limited to levies approved prior to the 2013 tax year.
Payment Schedule & Deadlines
Property taxes in Medina County are billed in two semi-annual installments. The first half is typically due in mid-February, and the second half is due in mid-July. Taxpayers receive a bill via mail, but it remains the homeowner's responsibility to ensure payment is made on time, even if a bill is not received.
Payments can be made online, by mail, or in person at the County Treasurer’s office. If you are unable to pay in full, contact the Treasurer’s office immediately to discuss potential payment plans. Failure to pay by the statutory deadlines results in a mandatory 10% penalty, and unpaid balances will continue to accrue interest. Persistent delinquency may lead to tax liens or foreclosure proceedings.
Appealing Your Assessment
If you believe the Auditor's appraised value of your property does not reflect its true market value, you have the right to file a complaint. The primary avenue for this is the Medina County Board of Revision (BOR). You must file a formal complaint form (DTE Form 1) with the Auditor’s office, typically between January 1 and March 31 of the current tax year. It is recommended to provide evidence such as recent appraisals, sale prices of comparable properties, or cost-to-cure estimates for property damage to support your claim.
