How Property Tax Works in Harford County

In Harford County, property taxes are determined by a combination of the property's assessed value and the applicable tax rates. Every three years, the Maryland Department of Assessments and Taxation (SDAT) conducts a physical reassessment of properties to determine their market value. This value is used to calculate your tax bill, which is the sum of the state, county, and municipal tax rates.

The tax rate, often expressed as a "millage rate," represents the amount of tax per $100 of assessed value. While the SDAT determines the assessed value of your property, the Harford County Council sets the county tax rate annually during the budget process. If your property is located within an incorporated municipality, such as Bel Air, Aberdeen, or Havre de Grace, you will also be responsible for an additional municipal tax rate.

Available Exemptions

Maryland offers several tax relief programs designed to reduce the burden on homeowners. Qualifying for these programs can significantly lower your annual tax liability:

  • Homestead Property Tax Credit: This limits the amount of assessment increase on which a homeowner must pay taxes each year. It applies to owner-occupied residential properties, capping the annual taxable assessment increase at a fixed percentage.
  • Homeowners’ Property Tax Credit Program: This provides relief for eligible homeowners who meet specific income requirements, regardless of age.
  • Senior Citizen Property Tax Credit: Harford County offers a specific credit for homeowners aged 65 and older who meet certain income and residency criteria.
  • Disabled Veterans Property Tax Exemption: Veterans who have a 100% service-connected, permanent disability may be eligible for a full exemption from real property taxes on their primary residence.

Payment Schedule & Deadlines

Property tax bills in Harford County are typically mailed in July. The county offers both a full payment option and a semi-annual payment schedule to provide flexibility for taxpayers.

  • Full Payment: If you choose to pay in full, the payment is generally due by September 30.
  • Semi-Annual Payment: This option allows you to pay the first half by September 30 and the second half by December 31.

It is critical to adhere to these deadlines. Payments made after the due dates are subject to interest and penalty charges, which accrue monthly. Failure to pay property taxes in a timely manner can eventually lead to the sale of a tax lien on your property at the annual Harford County Tax Sale.

Appealing Your Assessment

If you believe the assessment of your property is inaccurate or exceeds its fair market value, you have the right to appeal. The process begins with a review by the local SDAT office. You must file a written appeal within 45 days of the date on your assessment notice. The appeals process involves a review of comparable property sales and an examination of your property’s specific characteristics. If you remain dissatisfied with the local office's decision, you may further appeal to the Property Tax Assessment Appeals Board.
