How Property Tax Works in Lake County

Lake County property tax is based on the assessed value of each parcel, which is generally the property's market value on the date of purchase or on January 1 of the fiscal year, whichever is later. The assessor’s office determines this value annually and notifies owners with an Assessment Notice. The tax bill is calculated by multiplying the assessed value by the total millage rate, expressed in dollars per $1,000 of assessed value. For the 2025‑26 fiscal year, the baseline 1% (10 mills) General Tax is combined with additional local rates for schools, roads, fire protection, and special districts, typically resulting in a total millage between 13.5 and 15.2 mills depending on the parcel’s location.

Available Exemptions

California law provides several exemptions that can lower the taxable portion of a property’s assessed value. In Lake County, eligible owners should consider the following:

  • Homestead Exemption (Proposition 13): Reduces the assessed value by $7,000 for owner‑occupied residential properties. This is automatically applied, but owners must qualify as the primary residence.
  • Senior Citizen/Disabled Exemption: Allows a $7,000 reduction for owners 65 or older, or for those certified as disabled, regardless of income. Application is filed with the County Assessor.
  • Veteran Exemption: Grants a $7,000 reduction for qualified veterans or their surviving spouses. Active‑duty, disabled, or retired veterans may qualify, and the exemption is also automatically applied if the county has the necessary documentation.

Payment Schedule & Deadlines

Lake County property taxes are due in two installments. The first installment is payable on November 1 and becomes delinquent after December 10. The second installment is due on February 1 and is delinquent after April 10. Taxes can be paid in full at any time, or owners may choose to split the amount into the two statutory installments.

  • Payment methods: Online through the County’s e‑Pay portal, by mail using the payment coupon, or in person at the Treasurer‑Tax Collector’s office.
  • Late payment penalties: A 10% penalty plus interest accrues after the delinquency date, and collections actions may begin, including tax lien placement.
  • Discounts: No statutory early‑payment discount is offered, but some lenders incorporate tax payments into escrow and may apply discounts through their own programs.

Appealing Your Assessment

If you believe your property’s assessed value is inaccurate, Lake County provides a formal appeals process through the Assessment Appeals Board (AAB). Follow these steps:

  • File a protest: Submit a written protest to the County Assessor’s Office by July 2 of the assessment year (or the deadline on the notice). Include supporting evidence such as recent sales of comparable properties, independent appraisals, or evidence of physical defects.
  • Mandatory hearing: After the protest is filed, a mandatory settlement conference is scheduled, usually in August. This gives both parties a chance to reach an agreement before a formal hearing.
  • Formal hearing: If settlement fails, request a formal hearing before the AAB. The hearing must be requested within 30 days of the settlement conference’s conclusion.
  • Decision and further review: The AAB issues a written decision within 30 days. If you disagree with the outcome, you may appeal to the Superior Court of California, County of Lake, within 30 days of the AAB decision.
