How Property Tax Works in Desha County

Desha County assesses property values on a yearly basis, using the “Marshall” method mandated by Arkansas law. The County Assessor determines the market value of land and improvements as of January 1 each year, then applies a uniform “assessment ratio” of 20 % to arrive at the taxable value. For example, a home with an appraised market value of $150,000 would have a taxable value of $30,000 (20 % of $150,000).

Once the taxable value is set, the county applies its millage rates. A mill represents one‑tenth of a cent, or $1 of tax per $1,000 of assessed value. Desha County’s overall rate typically combines three components:

  • County tax levy (approximately 3.5 mills)
  • School district levy (around 12 mills, dependent on the parish)
  • City or special district levies (vary by municipality, usually 0.5‑2 mills)

The final tax bill is calculated by multiplying the taxable value by the total millage rate and then dividing by 1,000. Using the $30,000 taxable value above and a combined rate of 16 mills, the annual property tax would be $480 ($30,000 × 16 ÷ 1,000).

Available Exemptions

Arkansas offers several exemptions that can lower the taxable portion of your property. Eligibility is determined at the state level but must be claimed locally through the Desha County Assessor’s Office.

  • Homestead Exemption: Reduces the taxable value of a primary residence by $1,500. It is automatic for owners who occupy the home as their main dwelling.
  • Senior Citizen Exemption: Residents age 65 or older may receive an additional $2,500 reduction, provided the property is their primary residence and their total household income does not exceed the state‑defined threshold.
  • Disability Exemption: Individuals with qualifying physical or mental disabilities can claim a $2,500 exemption on their primary residence.
  • Veteran Exemptions:
    • Disabled veterans (70 % or greater disability) receive a $5,000 exemption.
    • Veterans with a service‑connected disability of 10 %–69 % may obtain a $2,500 exemption.
    • Surviving spouses of veterans killed in action are also eligible for the $5,000 exemption.

All exemptions must be applied for in writing and are reviewed annually. Be sure to submit required documentation before the April 30 filing deadline.

Payment Schedule & Deadlines

Desha County property taxes are due in two installments. The first installment, covering the first half of the year, is payable by May 1. The second installment, for the remainder of the year, is due by October 1. Payments can be made online through the county’s portal, by mail, or in person at the Treasurer’s Office.

  • Early payment discount: A 2 % discount is offered if the full bill is paid before the May 1 deadline.
  • Late penalties: Payments received after the due date incur a 10 % penalty plus interest at the state’s legal rate, compounded monthly.
  • Installment plan: Taxpayers who cannot meet the full amount may request a quarterly payment plan, subject to approval and a modest processing fee.

Appealing Your Assessment

If you believe your property’s assessed value is incorrect, you have the right to appeal to the Desha County Board of Assessment Review. The appeal process follows these steps:

  • File a written protest with the Board of Assessment Review within 30 days of receiving your assessment notice.
  • Include supporting evidence such as recent comparable sales, an independent appraisal, or photographs that demonstrate discrepancies.
  • The Board will schedule a hearing, usually within 60 days of the filing, where you may present your case in person or via video conference.
  • After the hearing, the Board issues a written decision. If you disagree with the outcome, you may pursue a further appeal to the Arkansas Board of Assessment Review within 30 days of the county decision.

Timely filing and thorough documentation are critical; missing the 30‑day window generally forfeits the right to contest the assessment for that tax year.
